Policy Identification

According to the Council on Social Work Education, Competency 5: Engage in Policy Practice:

Social workers understand that human rights and social justice, as well as social welfare and services, are mediated by policy and its implementation at the federal, state, and local levels. Social workers understand the history and current structures of social policies and services, the role of policy in service delivery, and the role of practice in policy development. Social workers understand their role in policy development and implementation within their practice settings at the micro, mezzo, and macro levels and they actively engage in policy practice to effect change within those settings. Social workers recognize and understand the historical, social, cultural, economic, organizational, environmental, and global influences that affect social policy. They are also knowledgeable about policy formulation, analysis, implementation, and evaluation.

Walden’s MSW program expects students in their specialization year to be able to:

  • Evaluate the implication of policies and policy change in the lives of clients/constituents.
  • Demonstrate critical thinking skills that can be used to inform policymakers and influence policies that impact clients/constituents and services.

This assignment is intended to help students demonstrate the behavioral components of this competency in their field education.

To prepare: Working with your field instructor, identify a social problem that is common among the organization (or its clients) and research current policies at that state and federal levels that impact the social problem. Then, from a position of advocacy, identify methods to address the social problem (i.e., how you, as a social worker, and the agency advocate to change the problem). You are expected to specifically address how both you and the agency can effectively engage policy makers to make them aware of the social problem and the impact that the policies have on the agency and clients.

The Assignment (2-3 pages):

  • Identify the social problem
  • Explain rational for selecting social problem
  • Describe state and federal policies that impact the social problem
  • Identify specific methods to address the social problems
  • Explain how the agency and student can advocate to change the social problem

Note: You are expected to present and discuss this assignment with your agency Field Instructor. Your field instructor will be evaluating your ability to demonstrate this competency in their field evaluation. In addition, you will submit this assignment for classroom credit. The Field Liaison will grade the assignment “PASS/FAIL,” see rubric for passing criteria.

*********SPECIAL INSTUCTIONS FROM INSTRUCTOR

This week you will discuss organizational policies. These are policies developed by your agency to help them run smoothly. Please do not talk about policies that are required!  If you have not done so yet, please take a close look at the policy manual at your field site.

On Sunday there is An APA paper due on Policy Identification. Please be sure that you use the correct title page and APA headings. It must have at least level 1 and level 2 APA headings. It must include the following:

  • Identify the social problem
  • Explain rational for selecting social problem
  • Describe state and federal policies that impact the social problem
  • Identify specific methods to address the social problems
  • Explain how the agency and student can advocate to change the social problem

Please review the definition of a social problem!  These are problems that affect a large number of people in the country or world. They are not diagnoses but ‘social’ problems. Think in terms of problems like poverty, homelessness, etc. What social problem is most evident in the clients at your field site?

State and Federal policies about the social problem MUST BE provided. The name of the policy is required. Do not just say there is a policy…name it.

Then provide specific methods that can help with the social problem

Last, fully explain how you and the agency can advocate to change the problem. Do not just say you will advocate, explain ‘how’ you will advocate.

You must address all 5 items on the list above!!! Please review the rubric. This is a pass/fail assignment, so you will receive a grade of 50 if all 5 parts are discussed. If those are not addressed you will receive a zero for the assignment.

Even if you have addressed 4 of the parts you will receive a zero. Please review the requirements carefully!
